Joker single-handedly makes the city of Gotham into burning chaos where no one feels safe and everyone thus is utterly scared of this inhuman clownlike freak. Batman and prosecutors and the police are also petrified because the adversary keeps on executing insanely clever tricks to kill people and their fight against injustice seems helpless.
